Short answer: allow 8–12 weeks for a new on-licence, off-licence, or club licence; 4–8 weeks for a Manager's Certificate; and at least 20 working days for a special licence. Objections, incomplete applications, and the 20 December to 15 January shutdown all add time.
Timeframes at a Glance
New On-Licence, Off-Licence or Club Licence
Once a complete application is lodged, the council publicly notifies it (usually within about 20 working days), the public has a window to object, and the NZ Police, a licensing inspector, and the Medical Officer of Health report on it. If there are no objections and no adverse reports, the DLC can decide the application “on the papers” without a hearing. Realistically that is 8 to 12 weeks from lodgement.
If someone objects, or an agency opposes the application, it goes to a public hearing — and the timeline stretches to several months. The preparation before lodgement (building and planning certificates, a certified manager, host responsibility documentation) adds several more weeks on top, and is not counted in the “from lodgement” figure.
Manager's Certificate
After you hold your LCQ certificate and have lodged your application, the Police have 15 working days to report. Most councils then arrange an interview with a licensing inspector. With no concerns raised, the certificate is usually issued 4 to 8 weeks after lodgement. Add the time to complete the LCQ itself — a day in person, or up to about six weeks online at your own pace.
Special Licence

The 20 December – 15 January Shutdown
Every DLC has a compulsory non-working period from 20 December to 15 January. Those days do not count toward any statutory timeframe, so an application sitting with the council over the holidays effectively pauses and resumes in mid-January. If you need a licence for the summer season, this is the single biggest reason to lodge by early November.
What Causes Delays
- Incomplete applications — the number-one cause; processing stops until the gap is filled
- No Manager's Certificate holder in place when the licence application is lodged
- Missing building or planning certificates from the council
- Public objections or opposition from the Police or Medical Officer of Health, which trigger a hearing
- Local Alcohol Policy issues — proposed hours or a location that conflict with the policy
- A weak host responsibility or management plan that prompts an inspector's adverse report

The fastest applications are the complete ones. Have your certificates and certified manager sorted before you lodge, propose trading hours that fit your council's Local Alcohol Policy, submit a thorough host responsibility policy, and respond to any agency query within days rather than weeks.
